Skin Care Brands who want to sell in the EU will need to prepare a Product Information File (PIF) and enter it into the Cosmetic Product Notification Portal (CPNP). A part of the PIF you have to state your product formulation. You have three options to choose from: a premade frame formulation, a formulation with concentration ranges or your exact percentage.
Frame Formulation is predefined by the EU and lists the category or function of ingredients and their maximum concentration in the cosmetic product. Or gives relevant quantitative and qualitative information whenever a cosmetic product is not covered or only partially covered by such a formulation.

Frame formulations are also a good way to find a starting point for new formulations, to control your formulation or to get an idea about the using rate of ingredients of a product you’d love to use as a benchmark.
